l think that TCA refers to 'Terminal Control Area'? ( l am more used to UK phraseology), but if it does mean that, then it is an aircraft entering the airspace used for vectoring without clearance. The most common violations are VFR aircraft entering the airspace accidentally.

TCA is short form for Terminal Control Area an is an area around a major airport IFR flights commonly depart from. it is an area that private planes and planes flying under VFR rules must contact ATC before entering. failing to do so could have catostrophic concequences as it had with a cherokee and an airliner in l think it was 1987. The pilot had failed to notice that he was in a TCA area and collided with an airliner somewhere over LAX.
