Do not listen to the first guy above. You do not need to wait any longer & there r a lot of things u can do to give u a head start on flying. While u can not solo until you're 16, & can not be licensed until 17, u can still take some flight lessons as long as u r big enough to see out of the cockpit & u can reach all the controls. More importantly there r all kinds of activities that will give u some valuable experience & personal contacts. Also, u can take a ground school class any time & start learning the stuff u will need to know. Here r some ideas:
1) Join the Civil Air Patrol. You will meet all kinds of great people & learn all kinds of useful stuff (such as aviation safety & search & rescue), plus u will get some orientation flights as part of their youth program. Put ur time in (volunteer) & u may eventually be checked out to fly their plane(s) once u have earned a private pilots license. This can be a very inexpensive time builder & good experience too.
2) Join a soaring club (gliders). Most have active youth programs & this is how l started at age 13. You can actually solo in a glider as young as 14 & u can be licensed at 16. Gliding is great experience & will unarguably make u a better pilot later on. The people involved in this sport can be really great too & teenagers r more than welcome in most of the clubs I've been associated with. Here is a link to check out: socalsoaring.com/index.php?page=youth
3) Join the Experimental Aircraft Association (EAA) See youngeagles.org/programs/. Go to meetings & events & get to know people. Again, many folks will be happy to advise & mentor you, & eventually u may hook up with someone who will give u a little ''stick time'' just because they like u & want to help u out.
4) Check out the FAA is free youth academy. Go here: http://faa.gov/education_research/education/student_resources/ace_camps/
None of this costs much, if any money, so if u do not do at least one of those four things, then u probably r not really interested in flying that much. Just being around planes & aviation people is a good start, whether u take lessons right away or not. Good luck & have fun. Do not wait.
Email me what city u live in & l will give u some specific places to check out.

l would agree with the first guy about waiting until your a little older because unless your dad owns a plane it would be to expensive to stay proficient

You can start by looking into ultralight or sport pilot flight instruction. This may not help a whole lot but in Northern California we have a school for that. It is http://freedomfield.com and you might be able to find something similar in Southern California. Check it out. There might be links in their ads that will have something for Southern California. It is a start. Good luck!
